Supporting Documents for Building Safety Regulator Submission – A checklist

As competent Principal Designers (PD) and Building Safety Regulator (BSR) Coordinators (more on this role late in our next blog), we have seen first-hand the confusion Gateway 2 (GW2) can cause among client and project teams. Introduced under the Building Safety Act 2022, GW2 is the critical checkpoint before construction begins. It ensures that building work complies with the Building Regulations and that safety has been embedded into the design and planned for during the construction phase. But what exactly needs to be submitted, and by whom?

Here’s a concise breakdown of the key supporting documents required at GW2, and how each dutyholder contributes to the submission.

Client Client EA / PM BSA PD or BSR Coordinator PC All Designers and PC
1. Client Authorisation
2. Client competence declaration (cover letter and assessment forms to confirm dutyholder competence)
3. Operational Statement to be included in the fire and emergency file
4. Project Directory
5. Project Master Programme*
6. Change Control Plan
7. Mandatory Occurrence Reporting (MOR) System
8. Personal Competence Statement
9. Organisational competence statement.
10. Design responsibility Matrix* (could also be done on the compliance statement)
11. Construction Control Plan (to reference items 5 and 6)
12. Fire and Emergency Plan (note this is not CDM Construction Phase Plan)
13. Personal Competence Statement
14. Organisational competence statement
15. Programme of Works
16. Personal competence declarations
17. Compliance Statement
18. CVS
19. Training Records over the past 12 months
20. Professional Indemnity Insurances*
21. Risk assessments *
22. Drawings, specifications, etc

* Not required for GW2 submission, but ideal for the BSA PD or BSR Coordinator to check them.

Gateway 2 is not just a bureaucratic hurdle – it's a collaborative safety milestone. Submissions must be well-organised, consistent, and clearly demonstrate that the building will be safe to construct and, ultimately, to occupy.

If you are a Client, Developer, PM, EA or Architect struggling with coordinating the GW2, our advice is: don't work in isolation. MBH Design Studio Ltd. can help with the preparation and coordination of the supporting documents, thereby freeing you and the design team to focus on the design.
